Starter clutch replacement

Hi
I'm buying my first Savage soon second hand, 1989 :-)
Seller tells me that the starter clutch propably needs repair, not the starter engine itself.
I have the Clymers repair manual, but my question is:
Is it difficult to install a new starter clutch?
Is it expensive?
Does this failure indicate that the engine itself has a problem?
